Horatio Danglar is a tragic figure. He is a brillant man with doctorates in Chemistry and Biology from Stanford. He and Bridges were classmates and close friend at West Point and thereafter. Danglar knew Birdges' twins, Zach and Carmen, from the time they were born in 1985 until the time of his capture in 1991. The twins referred to him as Uncle Tio. Once great looking and in great shape, the wounds he received when he was captured, along with the torture and drugging at the hands of his Iraqi captors, has left him disfigured enough to know he is evil but still good looking enough to hope he can be saved.

Because Danglar thinks that he was abandoned by Bridges and the United Staes, he is bent on revenge against both. His revenge against Bridges includes the kidnapping and drugging of Bridge's children, Zach and Carmen. His revenge against the United States is the plotting and execution of terrorist schemes against the United States' interests home and abroad. When Bagdad fell in March of 2003 Danglar made off with hundreds of millions of dollars of Saddam's stolen money and so is able to fund his terrorist activities worldwide.

Danglar is single minded in his hatred of Bridges and the United States. While drugging Zach and Carmen to make them his "Zombies" he was interrupted by Bridges before the drugging regimen was complete. Danglar had wanted Zach and Carmen to stay with him and assist him in his terrorist activites. Even through Bridges rescued Zach and Carmen, Danglar understands the benefit of Zach and Carmen being with Bridges - none of them know whether the mind control aspect of the drugging has taken effect. Danglar is also happy that Bridges cannot kill him without risking never being able to find the anti-toxin that will return the teends to normal.

On occasion Danglar does now show a spark of humanity which leads the viewer to think that he could possibly be redeemed.
